Ways to prevent selecting obsolete vendors at PO Entry

We have obsolete vendors who have been identified by a special search type. We want to disable the users from placing purchase orders on these obsolete vendors. They should either not display on the search and select or give a hard error at PO entry. Anyone as any ideas on how this could be done?
