Disabling the delete site functionality in R12.1.3

Hi Experts,
Could someone please advise me on how can I disable the delete button at the customer site level. We do not want our users to delete any site. We still want them to be able to update it if there was a typo (even after a transaction's been created).

Also, is there a way to make the purpose of a site a required field? I mean when we enter a site, we must enter the purpose for that site (Bill To, Ship To, etc)
