Bursting HTML to email body not working in EBS 11.5.10

Hi,

We are on 11.5.10 and I am trying the html to burst to email body rather than as an attachment. It doesn't work properly with outlook but works ok with others. We had patch 9501440 applied to our instance. But this hasn't helped. I am using the following control file. I also tried by changing the content-type="html/text" instead of "text/html" as suggested in metalink note 1303770.1
