OWB 11.2.0.3 invalid data plan error

I have OWB 11.2.0.3 installed on my server.  Created a location and Oracle module, importing 5 tables into the module.  When I try to deploy the tables I get an RTC-5270 Invalid Upgrade Plan.  When I open the Control Center Manager the error states: RPT-02076: OracleError=Ora-01017: Invalid username/password.
I ran the upgrade priviliges script - what am I missing?
