SMC and HSC 7.1 - startup sequence

Hello!

With HSC/SMC 6.2, our IPL/startup sequence is always SMC first then HSC.

We have recently put ELS 7.1 on our test system and SMC seems to have a problem with this sequence.  It wants to have an active HSC to talk to when it initalizes. Should we swap our startup order to have HSC come up first?  It seems that SMC recovers and works properly once HSC is up and running... so we could probably live with things this way. However I don't like SMC getting that cond code 8
