automate validation of withholding tax invoice in 11i

it is possible to automate the validation of withholding tax invoice in R11.5.10.2? customer has large volumes of invoices and wants to automate the validation. We have considered scheduling invoice validation program, but customer is looking for validation of ninvoice at time of creation on invoice itself.
