Upgrade from 7.8.2 to 8.2.2 Public Sector - Repository Merge Error

We are going through the upgrade process on Windows 2008 Server with Oracle 11g R2.  We were able to do the upgrep & upgphys jobs successfully.  When running the Repository Merge we received errors and it failed.  Below are some of the errors we received.  Any help or insight on this would be greatly appreciated as we are on a tight deadline.
