Unable to view attachments after applying in Field Service Portal

I am getting this message..Attachment test has been added successfully but not committed; it would be committed when you commit the rest of the current transaction

I attached a document to the SR in field service portal but not able to see it.  I pushed the task to Completed.  Still not able to see it.  Is there another commit that Oracle is referring to?  Is it closing the SR?  Am I missing a setting?
