HOLD order by batch (UBE) matching to sales order lines data selection

Would it be possible to imagine an UBE in charge to hold an order (order hold code in P.O) for which one or severall lines have been selected (for instance, order lines amount < 0 or order type and VAT rate code, or anything else) by UBE ?

I customized this kind of program on Word Software ages ago.
