Cycle count not generating requests for items with no on-hand quantities.

Hi,

I have defined a cycle count and checked the box in the scheduling area for Generate Zero Counts.  However, items with no on-hand quantities are not being shown in the Cycle Count Listing Report.  I can verify that they are scheduled because they appear with the week scheduled date.  The only items that have this weeks scheduled date that do not appear in the cycle counting listing report are those with no on-hand quantities.

I have confirmed that they have a default receiving subinventory and locator.  In addition, if inventory is adjusted into that location the item will then appear in a Cycle Count Listing Report.
