Change Discrete Orgs over to one Centralized cost org

Background:
We have OPM Orgs and Discrete Orgs.   For the Discrete Orgs, we want one Centralized Cost Organization.   This requirement is something that came up after our initial Oracle Business Accelerator (OBA) build.    We have therefore already created our organizations, and the Item Attrunte Controls for these two attributes were set to the Org Level when we created all our orgs.    As such, the cost organization for all our organizations defaulted to the Current Organization.  We have also already defined the WIP parameters for our Mfg organizations (child orgs).

Additional Testing we did after the initial configuration:
In a test instance We created a centralized Cost Org (CST).   We used Sql to change our Discrete Inventory orgs to point to the CST org in the Costing Organization field of each Discrete org's inventory parameters.   Per std functionality, we can no longer access the WIP Parameters of the two Discrete child mfg Organizations.    Work order created in the child organizations are still using the WIP Parameters set up within that same child organization though.   We tried to define the WIP Parameters for the CST org, but even though defined, the child orgs are still
