BI Publisher using active mode for FTP file delivery method

  We would like to know how to tell, it looks like BI Publisher is initiating an active mode connection between the ftp client (BI Publisher) and the ftp server. This causes the ftp server to initiate a connection back to the client which is denied by the firewall. I verified this by repeating the test with the firewall tBIP to use passive mode which does not have that problem. Can someone please tell us which configuration file to edit, or if this can be done at the linux level? The default ftp mode is passive on the server in question.
