EM Console Service and EM Jobs Service showing "Status Pending" after EM 12c BP1 Install

Per the new EM 12c BP1 release, I uninstalled my current EM 12c and installed newest version that includes BP1.  No errors with install, but both the EM Console and EM Jobs Service now show "Status Pending".  I also noticed that //oracle/middleware/gc_inst/em/EMGC_OMS1/sysman/log/emoms_pbs.log shows the following error (not sure it's related) : 

2012-03-12 16:26:40,813 [Job Dispatcher Thread] WARN  emdrep.jobs logp.251 - [EM-00196] The DBMS_SCHEDULER jobs are stalled. The cause could not be determined. If the problem persists, contact Oracle Support. Until the problem has been resolved, the dispatcher will run in fail-over mode.
