Material Account Distributions - Transaction Type - PO Receipt

We have noticed for transaction type PO Receipt sometimes material account distributions are created and sometimes not.  We believe these are delivery transactions.  Receipt accruals are happening correctly.  What could be the reason why sometimes it is happening and sometimes not.  Can members of the community provide some feedback on this.

The Transcation Type Name is PO REceipt and the Transaction Action Name is Receipt into Stores.
