Cannot calculate Tax on foreign customers-supplier in Tax Simulator (foreign ship/bill from/to locat

 Hi to all,
I am new in E-Business Tax implementation.
I run some tests in Tax Simulator
When I place in Ship/bill from (for receivables is ship/bill to) Location fields foreign addresses, tax is not calculated.
Tax calculations are working fine when ship from / bill from location is domestic.
I believe it has something to do with geography hierarchy, supplier sites, or something like I have forgotten to check a box and tax is only calculated in greek addresses (the implementation is in Greece).
Any ideas?
