trying the install Linux agent from OEM

trying the install Linux agent from OEM to the Linux server but keep getting the following error; pbulic key authentication is not enabled on the server.  I have set public key to "yes"     
#RSAAuthentication yes
PubkeyAuthentication "YES"
#AuthorizedKeysFile     .ssh/authorized_keys

from sshd_config
