Is PO Close necessary to close EAM Work order with a direct item

Hello,

I found that (just tested one cycle so far) that the underlying Purchase Order Closing is needed so EAM Work order (with direct item) closing can happen successfully. Am using 2.1.3 EAM version. I recall (not quite sure) in older versions that the EAM Work order close process only required the PO Receipt (though Purchase order was open). Has anyone experienced this functionality? If so, I appreciate to know further on this.
