WIP job not getting operations from phantoms

Hi,

We are having a problem with the scheduling of WIP jobs for a top level item containing phantoms.  The bill of material looks like this:

Top Level Assembly

-Phantom 1

--Component A

-Phantom 2

--Component B

The Top Level Assembly does not have a routing, but this problem exists even when a routing is defined.  Phantom 1 has a routing with a scheduled resource of 5 days.  The BOM Parameters are set to Use Phantom Routings and to Inherit Phantom Op Seq.  Creating a Discrete Job for Phantom 1 results in a completion date 5 days after the start date.  Creating a Discrete Job for the Top Level Assembly results in a completion time = start time.
