Global Sourcing, Contracts and Supplier Management

Hi to all procurement gurus in the community,

Our company has direction to implement Centralized Sourcing, Contract & Supplier Management (Global Instance). The objective is to have a single instance to operate and as repository for multiple countries.
All other operating units in the world will have regional instances which intended to linked up with the Global Instance. Hence Global Instance will work as a single source of maintaining RFx, Quotations, Contracts and Suppliers.
Regional Instance (which have Oracle Purchasing) will integrate with Global Instance to utilized the Approved Quotations, Negotiated Contracts and Supplier Base.

Question:

1. Can Oracle Sourcing, Procurement Contracts, Supplier Management and iSupplier implement as single instance (Global Instance)?
