Why is oracle not using all the cores available - DL980

We have a DL980 with with 80 physical cores and with hyper threading enabled, we have 160 virtual cores. That said we are running 11.2.0.3 with PSU1 on it.  When we fire up a workload against the database we push the CPU to 50% but it is only using 80 of the 160 cores.  The cores that are in use, very in CPU usage.  Is there a configuration we need to change to take advantage of all 160 cores?
