Payables Invoice Batch entry getting error "Function not available to this responsibility"

In Rel 12 responsibility Payables Manager, navigating to Invoice>Entry>Invoice Batches. Produces error message: Function not available to this responsibility. Getting same response for Invoice> Entry> Invoices.

Ran the Sys Admin report: Function Security Menu Report and this responsibility shows that it has access to Invoice Batch entry: AP_APXINWKB_MENU, AP_APXINWKB_DISTS_MENU, AP_APXINWKB_MENU  

Are we missing a profile setting?
