why the migrated requisitions going for buyer approval again ?

Hello All,
Am very new to this Community,this is my first Post here.

My Question is :

     The system is taking requisitions for buyer approval even when the procurement approvals are done ONLY FOR MIGRATED REQUISITIONS. This means that when a change request is requested for a migrated requisition, it also goes for buyer approval in spite of having procurement approvals.

why the migrated requisitions going for buyer approval again ?
