pbrun deploy problem using oem 12c

We have to use pbrun to login into our hosts.  I'm attempting to deploy the agent for OEM 12c.  However I get the below error.

The user xxxxxxxx" does not have the privileges to run shell "/usr/local/bin/bash" as user "oracle" using the Privilege Delegation tool "/usr/local/bin/pbrun" .
