R42642 Not setting order on hold

I am not using line of business. I have set up a customer with business unit (for revenue) and set the customer master with a hold code. r42642 is not setting the open orders on hold. Processing option is set tpo 520-600.

Bug 11019285 refers to LOB only. Wondering why it does not work?
