Oracle Database Vault Without Oracle Label Security Enabled

Database Vault seems to require that not only oradv.dll be enabled, but also oralbac.dll be enabled (the latter for Oracle Label Security). What we noticed is that we are able to install Database Vault successfully and have it work sucessfully without Oracle Label Security enabled (the file is never renamed from oralbac.dll.dbl). We've came across this accidentally by not renaming it prior to installation, but the question is, why were we able to install it without Oracle Label Security enabled? There was no error  during installation nor was there any issue with Database Vault post installation.
