System Could not automatically assign an owner for task template

I'm trying to setup owner assignment for a new task which has been added to an existing Task Template, but when the SR is created, the task assignment fails with an API error saying that it could not automatically assign the owner to the new task.  I've run the Generate Territories CP.  Any thoughts?  Thanks...Rick
