Database Install/Upgrade/Opatch (MOSC)

unable to upgrade client from 11.2.0.1 to 11.2.0.3

 I need to upgrade a client install from 11.2.0.1 to >= 11.2.0.3
I have downloaded patchset 10404530 the patchset for 11.2.0.3.0 db server 

extracted all files from p10404530_112030_MSWIN-x86-64_4of7.zip

ran the win64_11gR2_deinstall and removed the oracle home and all oracle files manually

cleaned the registry manually

ran the install within the extracted source and installed to a NEW oracle home and did complete clean new install

when complete I started SQL+ and it says I am STILL running 11.2.0.1.0

????????

I thought the 11.2.0.3 patchset was a complete install - not additive..

how can my sql+ client still be 11.2.0.1?

any ideas?
