F06166 Tax questions

In F06166, why an employee can pay taxes to three different states on one paycheck? Thanks in advance for anybody who can help understand this.

Here  is an example, you can see F06166 has records for three states 39(PA), 47 (Virginia), 49 (West Virginia). In Employee master, it shows this employee has 47 as resident tax area, 49 as work tax area. Why he need to pay tax for 39(Pennsylvania)?
