Action history of PO with forward action

Hi,

How can i justify the FOWARD action in action history of PO.Actually one user has approval limit and ther other users has not approval limit.

I created a PO and press approve(not in limit),it forward to as per hierarchy.The other person recieves a Po which have limit to approve the PO.but he forward to another person.When i see action history of PO,the action is FORWARD in these two persons.How it can be differentiate in these two person(one person press approve button and the other  person press forward button even he has limit) but the action history for these two person shows FORWARD?
