Upon registration through iStore Customer UI, User Start Date and End Date are populating as 01/01/4

 Problem Description: When a user is registered on iStore the user start date and end date are defaulting to 01/01/4712 and there are no enrollments/responsibility assigned to the user. This issue is intermittent and that too only in Production, we were not able to reproduce it in Development or Testing Environments.
