what is wait event 'qm sga initialization'?

now in our sever if query table all_objects, this session will hang with wait event 'qm sga initialization', what this event means and how to fix it? thanks

our os is win2008 sever r2-sp1 64bit, oracle database is 10.2.0.1 express edition
