How to setup required reapproval all case?

 Hi,
     When change unit price after po appraval  more than the original price system required reapproval but change low price owner can approval not forward to  authorize position.
 Ex. PO approval price 12 (original)
       change to 15 >> required reapproval
       change to 10 >> owner can approval
