Regarding Inventory Controls in EBS

Hi,
 Can anyone throw some light on the significance of Inventory Controls in Inventory?

I have tried to look for info on net. But the related info I got was on LIFO, FIFO, Replenishment methods and no where I found info
regarding Lot Control, Serial Control, Locator Control under the topic Inventory Controls in general(Not wrt to Oracle Apps).

Could Someone give functional insights into why we need Lot Control, Serial Control and Locator Control in any organization?
