Associating item to counter group

Since IB is already created, I am trying to associate Item to counter group manually,. So I went IB-->Counter and grouping Tab and performed below steps.

1. search for Counter group that I want item to be associated and clicked on pencil to update.

2. Click Add a new row and enter the item and saved.

3. However when I go to enter reading for the newly added Instance, it doesn's show the templates that are linked to the counter group.How do I attach the templates to the IB so that counter reading can be entered.

We just upgraded to 12.1.3.
