State/Province

I am finding a little confusion in managing the State/Province for a non-USA country.

1.  The picklist contains USA States and they are not in alphabetical order.

2. If it is a province in Mexico, how do I enter the province in ODM and then migrate to OD?  If I create a text field and map it back to OD, then the State/Province field and the text field for non-USA value would both be mapped to OD

Soo..... how do we do this one?
