Is services resided in Apps1 require to restart when Apps2 services restart?

Oracle 11i - 11.5.10.2

DB: 10.1.0.4

Node 1: DB, Concurrent Manager, Admin Server, Report Server, APPL_TOP, COMMON_TOP, Technology Stack

Node 2: Web Server, Forms Server, Technology Stack, APPL_TOP & COMMON_TOP shared from Node 1 using NFS

Node 3: Web Server, Forms Server (load balance with Node 2), Technology Stack, APPL_TOP & COMMON_TOP shared from Node 1 using NFS

Question:

If Node 3 need to restart, is Node 2 require to restart as well?

Kindly advice.
