Can't ship a serial number if the serial number exists in database as defined but not used

We have serial control set to At Sales Order Issue.  We returned several units in to 1 inventory org.  The serial number status was correctly updated to defined but not used.  We are now trying to ship the serial number out of a different org and get an invalid serial number error.  Can anyone offer help?
