Automate Accruals for Customer Discounts

Is it possible to automate the accrual and subsequent discount expense for Receivables transactions on customers that have a customer level discount terms?  We want to accrue the projected discounts for a customer that gets quarterly payment terms and then to take the discount expense at the time the cash dispursement.
