adcfgclone.pl is not executing on dbTier

Hi,

We are doing cloning of R12 instance on windows server.But when we are running adcfgclone.pl on the DB TIER we are getting error as...

db\tech_st\11.1.0\appsutil\clone\bin>adcfgclone.pl dbTier

                                 Version 12.0.0

                      adcfgclone Version 120.31.12010000.1

Enter the APPS password : apps

 APPS Password :
You must define the target database context to use
        dbctxtg=<applications context file>

Restart adclone.pl after performing required corrections.

 ERROR: Failed to execute db\tech_st\11.1.0\appsutil\clone\bin\adclone.pl

 Please check logfile.

Can anyone give the reasons for this error...
