Unable to start dbconsole

Hello,
I have successfully create the database repository but unable to access EM URL from internet explorer. I tried bounce using "emctl stop dbcosole" and the "emctl start dbconsole" while i starting dbconsole facing an stop error of windows i.e.

Emdctl.exe – Unable to locate component

 

This application has failed to start because jvm.dll was not found. Re-installing the application may fix this problem.

any one have any idea to resolve above issue? Many thanks in advance.
