How to use actual_cost_hook for Changing Internal Orders Costs?

 Hello,
We want to change cost manager action according to business requirements. We have some internal requisitions, and we send these products with its avarage cost to organizations. Is it possible to use actual_cost_hook to change intermal sales order shipment costs?

PS : During PO receipts  actual_cost_hook works properly but its not working during internal sales order shipments its not.
