Using Comments on Order Exceptions

Currently working on a project to implement ASCP R12 across the enterprise. Our business requires the ability to associate comments with an order exception and have those comments traverse to the appropriate order on the source side. For example; reschedule in, reschedule out, order cancel. I see on metalink there are two notes regarding comments and using a MSC Release Hook. Metalink Notes (1358670.1 and 788218.1 ).

Has anyone had experience with this type of  change or had discussions with Oracle regarding a potential enhancement?
