Cannot Create a New Invoice

In our test instance, for one organization, I cannot create new invoices.  When I go to Invoices: Entry > Invoices it opens to the "Find Invoices" screen.  The new button is greyed out on that screen and if I close the Find Invoices page the new buttons are not available in the Invoices screen either.  Any help is appreciated.  Thanks.
