Newest Primavera Client, version 7

I just downloaded V20098-0, Primavera P6 Client Applications v7.0, dated Dec 2011 from edelivery.  I noticed that version 7 has a service pack 3 hot fix 2.  Is that already applied to what I downloaded, or do I need to include the service pack?
