Unique Job names in different organizations

How do I enforce unique job names accross multiple organizations.  Example:  Job 12345 in one organization should not be allowed to be created in another organization.  All jobs should have a unique name. 

I created a standard job and non standard job to test that I what the User Guide tells me on page 3-52 (all job names must be unique).  However, the system let me create both with the same name (wip entity name), so now I am looking for a way to prevent this from happening in the future.

Anyone have any insight?
