Oracle patch 12879912 installation failed

During the post installation,  we ran

SQL> @catbundle.sql cpu apply

In the log, we have this error
Error reading bundledata_CUP.xml - patch NOT installed

Ensure that the file exists in /oracldev/app/oracle/product/10g/rdbms/admin/

ORA-22288: file or LOB operation FILEOPEN failed
No such file or directory

oracle-TEST@pclcdb98:[tcrs_pre]:/oracldev/app/oracle/product/10g> find ./ -name bundledata_*.xml
