SBL-DAT-00587: An error occurred setting the default locale

We have completed an upgrade of the database from Siebel 7.8 to 8.1. When trying to get the 8.1 client to connect we get "ObjMgrSessionLog    Error    1    000000024f6a0908:0    2012-03-21 11:37:21    (dmsessionlocale.cpp (268)) SBL-DAT-00587: An error occurred setting the default locale for the session.  See additional error messages for more information." in the client log file.  Has anyone seen this? We have had a SR open with no solution offerred.
