Why receiving done for PR is very slow

Users are unable to do receiving quickly. I takes at least more than 5 minutes just to do 1 simple receiving for any PR.  Previously, it was much faster. User got to try quite a few times before they could successfully received the PR. Does anyone knows what causes the receiving to be so slow.
