Two step Upgrade

I ned your expert advice on the two step upgrade process.

we are on 7.7.2.12 SEA(HOR) version and planning to upgrade to 8.1.1.5 SIA(upgrading to SIA as oracle deleveraging the support for HOR phase by phase)As dsicussed with one of Oracle support executive they have suggested me to take the following approach for 2 step upgrade process as mentioned below

7.7.2.12 SEA to 8.1.1.0 SEA Upgrade ,then 8.1.1.0 SEA to 8.1.1.0 SIA Migration and later apply the patch 8.1.1.5 SIA on top of it.But my concern is upgrading to any base vrsison of siebel is very complex and error proned and it's true in case of 8.1.1 also as Upgrade code and scripts for 8.1.1 HOR base is not stable and many of the UPGREP and UPGPHYS  issues were fixed in later Fixpacks.
