Question About FAL[client, USER]: Error 604 Connecting to Primary for Fetching Gap Sequence

Hi DBAs:

This is Enterprise RAC 11.2.0.1 on rhel5.  I duplicated a three instance primary for standby and started the managed recovery with Real Time Apply.  I was monitoring the alert log of the designated redo apply instance when I started the managed recovery.  It recorded these errors:

Error 604 received logging on to the standby
FAL[client, ARC2]: Error 604 connecting to dbp05_primary for fetching gap sequence

Detailed information is in the trace file referenced by the alert log:

Redo shipping client performing standby login
OCISessionBegin failed. Error -1
.. Detailed OCI error val is 1031 and errmsg is 'ORA-01031: insufficient privileges'

This helped me identify the problem as a system trigger on the primary.
